Rules and Regulations Concerning Affiliated Groups

    March 27, 2026

The American Radio Relay League, Inc (ARRL) affiliates with organized, non-commercial Amateur Radio groups with similar aims and purposes, to form a unified organization for action in matters affecting amateur welfare.

    1. There are six categories of affiliation:

    a) Category 1: Local Amateur Radio clubs.

    b) Category 2: Regional or National organized Amateur Radio groups.

    c) Category 3: Local school or youth group Amateur Radio clubs, or Amateur Radio clubs in homes for the elderly or disabled.

    d) Category 4: Council of clubs.

    e) Category 5 K-12 School or student group

    f) Category 6: College club

    2. Any group that aligns with the aims and policies of the ARRL and adheres to these Rules and Regulations is eligible for affiliation. Applications shall be submitted to the Field Services Department and referred to the respective Division Director and Section Manager, who will determine if the group qualifies.

    a) Every affiliation application will be carefully reviewed for completeness and compliance with all requirements before being emailed to the Division Director and Section Manager. The Division Director and/or Section Manager must inform the Emergency Communications–Field Services Director within 72 hours of the time the email was sent if there are any reasons why the application should not be approved. If there is no response within 72 hours, the application is considered accepted and will be processed.

    b) The Executive Committee can terminate the affiliation of any group and recall its charter at any time if it acts against the best interests of the ARRL.

    c) A Category 1 affiliated club must have at least four members.

    d) For Category 1 or 2 groups, at least 51% of the voting members must be current ARRL members and licensed amateurs to maintain “active” affiliation status. If less than 51% of the voting members are ARRL members then the group is considered “inactive.”

    d) For affiliated groups under Categories 3, 5, and 6, the sponsor, faculty advisor, president, or trustee must hold a valid amateur license and be a member of the ARRL. Additionally, the group's name must explicitly reflect its categorization.

    e) For Category 4 groups, at least 51% of the member clubs must be actively affiliated with the ARRL for affiliation status. Category 4 affiliated club groups cannot participate in club competitions, but individual clubs are encouraged to submit entries.

    3. The Field Services Department oversees affiliated groups, maintaining records and correspondence with them.
